Takes a Feature Vector and adds a bias to it

Arguments

• gs: The Number of Nodes of the Graph (Graph Size)
• param: The Number of Features for each node
• metrik_init=”glorot_uniform”: initializer of the bias
• learnabel=True: Shall the Bias be learnable
